DEW and BCM are major consumers of bitumen. Over the past few years, changes to the Australian oil refining industry (including the closure and planned closure of key facilities) have raised concerns about our ability to secure bitumen to supply our future needs.

BIA was formed to import bitumen into Victoria to supply the needs of BIA Shareholders and to ensure continuity of supply for the foreseeable future.

BIA will be an importer of bitumen in Victoria and will be managed and operated independently from the operations of its Shareholders. BCM and DEW will continue to compete vigorously in all areas of their existing businesses.
